JAKARTA — The Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN) has officially pledged to complete land certification for 11 million low-income housing (Masyarakat Berpenghasilan Rendah / MBR) plots across Indonesia by 2029. This strategic initiative aims to deliver formal legal certainty while opening broader financial access for low-income communities nationwide.
Speaking during an official press conference, Secretary-General of the Ministry of ATR/BPN, Dalu Agung Darmawan, outlined the structured roadmap designed to meet the ambitious five-year goal.
According to Darmawan, the implementation will occur in phased stages beginning in 2026. “For the 2026 to 2027 period, we are targeting 3 million units. The remaining 8 million will be processed in subsequent stages, starting with 5 million targeted for certification in 2028,” Darmawan explained.
To ensure seamless execution across local jurisdictions, the Ministry of ATR/BPN has solidified joint commitments through a Joint Circular (Surat Edaran Bersama) signed alongside the Ministry of Housing and Settlement Areas (PKP) and the Central Statistics Agency (BPS).
The high-level press briefing was attended by the Director General of Land Disputes and Conflicts Resolution, Iljas Tedjo Prijono, key leaders from the Public Relations and Protocol Bureau, and Deputy III of the Government Communications Agency, Kurnia Ramadhana.
Authorities emphasized that granting formal land titles to low-income homeowners serves as a double-edged solution: eliminating boundary disputes while transforming dead capital into bankable economic assets.
Beyond providing legal protection against land grabbing and boundary friction, land titles directly foster grassroots financial inclusion. In Indonesia, certified land deeds enable low-income households to secure formal micro-financing (Kredit Usaha Rakyat / KUR) from banking institutions. By collateralizing legally registered residential plots, families gain access to capital for small-scale entrepreneurship, education, and household improvements.
The accelerated target for 11 million MBR land titles aligns with the Ministry of ATR/BPN’s ongoing digitalization drive, including the nationwide rollout of Electronic Land Certificates (Sertipikat Elektronik). Electronic registration minimizes administrative bottlenecks, reduces the risk of duplicate titles issued by land mafias, and significantly cuts down processing times at local land offices (Kantah) across provincial regions, including North Sumatra.
