KISARAN – To ensure optimal, compliant, and transparent public service delivery, the Head of the Regional Office of the National Land Agency (Kakanwil BPN) for North Sumatra Province conducted a comprehensive working visit to the Asahan Regency Land Office in Kisaran.
The working visit was designed to directly monitor day-to-day administrative operations, evaluate front-desk customer service interactions, and verify that all land registration processes adhere strictly to Standard Operating Procedures (SOPs) and sound governance principles.
During his address to the entire staff of the Asahan Land Office, the Regional Head emphasized that professionalism, unwavering integrity, and strict accountability remain non-negotiable foundations for building public trust in land services. He urged personnel to enhance work discipline, adopt a service-oriented mindset, and deliver fast, transparent, and responsive solutions to community needs.
Furthermore, the visit served as a routine supervisory and guidance function across regional offices under the North Sumatra BPN jurisdiction. By conducting direct field evaluations, the regional leadership aims to eliminate administrative bottlenecks and accelerate public land certification programs.
The initiative aligns closely with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) commitment to establish a modern, trustworthy, and digitally driven land administration system that guarantees legal certainty over property rights for all citizens.
North Sumatra has historically faced complex agrarian challenges, ranging from overlapping boundary claims to land speculation and legacy agrarian conflicts. Strengthening administrative integrity at local land offices like Kantah Asahan is essential to preventing illegal land grabs and eliminating fraudulent practices (mafia tanah). When public servants maintain strict compliance with legal procedures, public trust in state land titles rises significantly.
To support this institutional transformation, ATR/BPN has been rolling out digital land services, including electronic land certificates (Sertipikat Elektronik), digital land information portals (Touch My Land / Sentuh Tanahku), and digitized spatial mapping. Converting paper records into secure digital databases minimizes the risk of document forgery, loss, or unauthorized record alterations.
Additionally, programs such as Complete Systematic Land Registration (PTSL) rely heavily on the proactive discipline of local office staff. By ensuring swift processing times without unauthorized fees, local land offices directly contribute to regional economic empowerment, as legitimate land certificates allow homeowners and micro-business owners to secure formal credit and investment opportunities.
